Procedure for conducting anti-epidemic measures related to self-isolation of persons
For the period of quarantine it is prohibited to cross the state border of Ukraine by foreigners (except foreigners permanently residing in Ukraine) without an existing insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company, with a representative office in Ukraine or a contractual relationship with an insurance company - a partner in Ukraine (assistance), that covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.
Foreigners who do not have an insurance policy (certificate) will be denied crossing the State border by an authorized official of the State border protection unit.

The Government also determined that the basis for the observation was the crossing of the state border by a person who came from the state or was a citizen of the state with a significant spread of COVID-19. The Government has obliged the oblast and Kyiv city state administrations to ensure the transportation of persons from checkpoints across the state border to observers.
Citizens of countries with a significant prevalence of COVID-19, which have not been on the territory of these states during the last 14 days, employees of diplomatic missions and consular posts of foreign countries, missions of official international missions, organizations accredited in Ukraine, and members of their families, drivers are not subject to observation. and members of the crew of freight vehicles, members of the crews of aircraft and ships, river vessels, members of train and locomotive crews, participants in the external independent evaluation together with one person accompanying each of them, if there is no reason to believe that they were in contact with COVID-19 person.

• Photo confirmation of being at the place of self-isolation.
• Emergency call to the hotline of the Ministry of Health of Ukraine.

States with a high prevalence of COVID-19 are considered as such in which the number of active cases of COVID-19 is more than 40 people per 100 thousand population.
The above-mentioned observation or self-isolation of a foreigner in connection with crossing the state border (who arrived from the state or is a citizen of a state with a significant spread of COVID-19) is terminated in case of a negative COVID-19 test by polymerase chain reaction. It is proposed to perform PCR testing after crossing the border at the checkpoint. Test results can be obtained in 3 hours.
